Admiral J. Paul Reason, USN (Ret.)
Chairman of the Board of Directors, U.S. Navy Memorial

J. Paul ReasonAdmiral Paul Reason is presently the Chairman of the Board of Directors at the U.S. Navy Memorial. He joined the board in October 2007 after the passing of former chairman Admiral William J. Crowe, Jr.

Admiral Reason was born and reared in Washington, D.C.  His naval service began after graduating from the U.S. Naval Academy with the Class of 1965.

Prior to being trained in nuclear propulsion engineering, he served as Operations Officer in the destroyer escort USS J. Douglas Blackwood (DE 219). Upon completion of training, he was assigned duties in the nuclear powered guided missile cruiser USS Truxtun (CGN-35) and participated in the ship's first deployment to Southeast Asia in 1968. In 1970, he earned a Master's degree in the management of computer systems.

Joining the nuclear powered aircraft carrier USS Enterprise (CVN-65) in 1971, he deployed twice to the Southeast Asia and Indian Ocean areas. After service as Combat Systems Officer, again in USS Truxtun (CGN-35), Admiral Reason became an assignment officer at the Bureau of Naval Personnel.

In late 1976, he was assigned as Naval Aide to the President of the United States. He served as aide to President Jimmy Carter until mid-1979. Subsequent duties included Executive Officer of USS Mississippi (CGN-40); Commanding Officer of USS Contz (DDG-40); and Commanding Officer of the nuclear powered guided missile cruiser USS Bainbridge (CGN-25).

From 1986 through 1988, he was Commander, Naval Base Seattle, where he was responsible for all naval activities in Washington, Oregon, and Alaska. In mid-1988, Admiral Reason shifted to command of Cruiser-Destroyer Group One. Concurrently, he led Battle Group Romeo through operations in the Pacific and Indian Ocean regions and the Persian Gulf. Admiral Reason reported as Commander, Naval Surface Force, U.S. Atlantic Fleet, following selection to three-star rank. He served in that capacity until assigned as Deputy Chief of Naval Operations (Plans, Policy and Operations) in August 1994. Upon promotion to four-star rank, he assumed duties as Commander in Chief, U.S. Atlantic Fleet in December 1996.

Admiral Reason's awards include the Distinguished Service Medal, Legion of Merit, Navy Commendation Medal, the Venezuelan LaMedalla Naval Almirante Luis Brion Medal, and the Republic of Vietnam Honor Medal. He also wears the Navy Unit Commendation, Navy Meritorious Unit Commendation, Navy "E", National Defense Service Medal, Armed Forces Expeditionary Medal, Vietnam Service Medal, Sea Service Deployment Ribbon, Republic of Vietnam Meritorious Unit Citation, and the Republic of Vietnam Campaign Medal.

Since his retirement from the Navy in 1999, Admiral Reason has assumed numerous leadership roles in the corporate sector.  He has served as Vice Chairman and Director of Metro Machine Corporation, and on the board of directors of Wal-Mart Stores, Inc., Norfolk Southern Corporation, and Todd Shipyards Corporation.  Additionally, he is a member of the Naval Studies Board of the National Academy of Sciences.

Rear Admiral Richard A. Buchanan, USN (Ret.)
President and Chief Executive Officer, U.S. Navy Memorial

Richard A. BuchananRear Admiral Richard A. Buchanan is the President and Chief Executive Officer of the United States Navy Memorial in Washington, D.C.

Rear Admiral Buchanan came on board on April 8, 2005, following six years in corporate business, most recently at Raytheon Integrated Defense Systems (IDS) in Rhode Island. He entered the corporate world after a 31-year career in the U.S. Navy. He is a graduate from the U.S. Naval Academy's Class of 1968.

While at the helm of the U.S. Navy Memorial, Rear Admiral Buchanan is responsible for operating the Foundation, which is the non-profit entity of the U.S. Navy Memorial that honors the men and women who have served, and are serving, in the nation's sea services.

In his position, Rear Admiral Buchanan oversees the United States Navy Memorial's staff and volunteers and is responsible for strategic planning and implementation of the Foundation's business, philanthropic, educational, operational and public and community relations activities.

After graduation from the U.S. Naval Academy, where he earned a degree in Mechanical Engineering, Buchanan served mainly as a submariner. His first tour as a junior officer was on the fast attack submarine, the USS Lapon (SSN-661) from February 1970 through June 1973. From there he returned to the U.S. Naval Academy as First Company Officer. Buchanan then served as Engineer Officer on USS Trepang (SSN-674). He then completed two strategic deterrent patrols as the gold crew Executive Officer on USS Lafayette (SSBN-616). Buchanan served as commissioning crew Executive Officer on the first Trident ballistic missile submarine, USS Ohio (SSBN-726). Following commissioning on Nov. 11, 1981, he participated in two strategic deterrent patrols as Executive Officer.

Buchanan took command of the nuclear attack submarine, USS Parche (SSN-683) in December 1984. During this period, he and his crew completed two operational missions of vital importance to U.S. security. For these missions the Parche crew received a Presidential Unit Citation and a Navy Unit Citation, while Rear Admiral Buchanan received two Navy Distinguished Service Medals.

Following command of the Parche, Rear Admiral Buchanan rotated to shore duty to serve as Executive Assistant to the Commander in Chief of the U.S. Pacific Command in Hawaii. He then was assigned as Commander, Submarine Group Seven, in Yokosuka, Japan, during which he was responsible for operating submarines in U.S. Central Command in support of Desert Shield and Desert Storm. After the war, Rear Admiral Buchanan went back to Washington, D.C., to serve on the Chief of Naval Operations Staff as Director of Strategic Submarines and Maintenance Division. Rear Admiral Buchanan served as Commander Submarine Group Two in Groton, Conn., from 1994 until 1996. During this period he was responsible for establishing Naval Region Northeast throughout New England, New York and New Jersey. As Director of Operations and Logistics at the United States Strategic Command at Offutt Air Force Base, Neb., he was responsible for the readiness and training of our nation's strategic forces. He retired from the Navy as a Rear Admiral in 1999.

Following retirement, Rear Admiral Buchanan was Vice President of Corporate Services for First National Bank of Omaha, Neb., where he worked until 2001. Rear Admiral Buchanan then worked for Electronic Data Systems (EDS), as the deputy for strategic operations on the Navy and Marine Corps Intranet contract. He later served as Vice President of Integrated Undersea Systems for Raytheon. In his most recent position at Raytheon Integrated Defense Systems (IDS), in Rhode Island, Rear Admiral Buchanan was responsible for developing and executing the strategic plan for naval business growth.
Rear Admiral Buchanan completed his master's degree in business administration at the University of Nebraska at Omaha in August 2000. During his naval career, he also attended executive education courses in management, public policy and international security affairs at the John F. Kennedy School of Government at Harvard University.

Robert C. Bellas, Jr.
As a General Partner at Morgenthaler Ventures, Mr.
Bellas is responsible for investment in numerous health
care and information technology companies. He served
in the Navy as a line officer on nuclear fast attack and
ballistic missile submarines.

John B. Burke
Mr. Burke is Managing Director and Co-Founder of
Horizon Business Advisors, LLC, a leading consulting
firm. Mr. Burke served in the Navy from 1969 to 1977.

John J. Chester, III, Esq.
Mr. Chester is a Partner at Chester, Willcox & Saxbe. He
served as special counsel to President Richard Nixon,
and as a member of the Ohio House of Representatives.
He was an executive officer on USS Carmick, and a chief
engineer on the USS Hart and USS Dahlgren.

David D. Chomeau
Mr. Chomeau is President and CEO of The Reliable Life
Insurance Company. He previously served as a Senior
Instructor for the NROTC unit at Marquette University
until 1965. He served aboard the USS Cormorant and
USS Fechteler.

John P. Cosgrove
Mr. Cosgrove has been Secretary of the Board since 1986. He was the Chairman of the Navy Memorial Dedication Committee, and Senior Past President of the National Press Club. He is now a communications consultant. His Navy service was on Destroyer Escorts from 1942 to 1946 in the South Pacific.

Joanne Crown
Ms. Crown serves her community as a philanthropist.
She is the widow of the late Captain Robert Crown,
USNR, of Chicago, Illinois.

Robert C. Dorion
Mr. Dorion is a business entrepreneur, investor,
philanthropist and a Navy veteran—having served on
active duty for two years and in the Navy Reserves for
seven years.

Thomas M. Dyer, Esq.
Mr. Dyer is a Partner at Blank Rome, LLP. He serves
as the head of Blank Rome’s business department
and as a senior principal and director for Blank Rome
Government Relations, LLC. He was a founding
partner of Dyer Ellis & Joseph, which merged with
Blank Rome in 2003. Mr. Dyer served in the U.S. Navy
from 1967 to 1969.

Dr. Barry Hannah
Dr. Hannah, of Hannah Associates, is the Head of the Reentry Systems Branch for the Navy’s Strategic Systems
Programs and is the preeminent aerospace engineering
leader for strategic nuclear re-entry systems.

Master Chief Petty Officer James L. Herdt, USN (Ret.)
Master Chief Herdt is CEO and President of Herdt
Consulting Inc., an independent consulting firm
specializing in human resource management,
organizational design, leadership, change management,
and institutional learning and training. He served as the
Master Chief Petty Officer of the Navy 1998–2002.

Stuart C. Johnson
Mr. Johnson spent 33 years in the computer and communications business holding executive positions at Burroughs Corporation, Planning Research Corporation, Contel Corporation, and Bell Atlantic Corporation.  He retired in 2002 as Founder, Chairman and CEO of Iconixx Corporation.  Mr. Johnson graduated from the U.S. Naval Academy and served for 5 years in naval aviation. 

Thomas R. Kuhn
Mr. Kuhn is President of the Edison Electric Institute,
the national association of the shareholder-owned
electric companies that produce about 60 percent of
the electricity generated in the United States. He has
served as White House Liaison Officer to the Secretary of
the Navy under President Nixon, and as a supply officer
aboard the USS Willard Keith.

Pamela M. Lentz
Ms. Lentz is a Lead Partner in the Global Security Market at Booz Allen Hamilton and the Client Service Officer for DIA and Military Intelligence businesses.  Prior to joining Booz Allen Hamilton, Ms. Lentz worked at TRW in activities associated with operations at a classified Government facility.  She served in the Navy as a cryptology officer and achieved the rank of Lieutenant Commander.

J. Phillip London
Dr. London is Executive Chairman and Chairman of the Board of CACI International, Inc., a pacesetter in IT and Communications Solutions across markets throughout North America and Western Europe.  He joined CACI in 1972 and, from 1984–2007, was its President and CEO.  Dr. London graduated from the U.S. Naval Academy and served on active duty as an aviator for 12 years during the Cold War.  He served another 12 years in the Navy Reserve, attaining the rank of Captain.

Jonathan T. “Toby” Mack
Mr. Mack is Vice President of the Board. He is also President and CEO of Associated Equipment Distributors, the international trade association representing suppliers to the construction, mining and forestry industries in North America. Mr. Mack was deployed with the Seventh Fleet in Vietnam from 1967 to 1968. Later he served as Aide and Executive Assistant to the Deputy Commander-in-Chief of the U.S. Atlantic Fleet in Norfolk, Virginia.

Capt. Gary G. Mahle, USN (Ret.)
Captain Mahle is the Director of the Advanced
Engineering & Sciences Division at ITT Corporation.
He served as a line officer on submarines, and as an
engineering duty officer and an acquisition specialist at
the Strategic Systems Programs organization.

Jack Mulhern
Mr. Mulhern is Vice President of Booz Allen Hamilton,
which focuses on international military assistance. He is
Booz Allen’s corporate representative to the U.S. Naval
War College, and was a special warfare officer on the
USS Cascade and USS Nitro.

Robert E. Naser
Mr. Naser is Vice Chairman of the Board and President and CEO of Robert E. Naser Realty, which develops commercial real estate in Massachusetts, Rhode Island, Connecticut, New Hampshire, New York and Florida. He served in the Navy Reserve from 1942 to 1950.

James J. Palmer
Mr. Palmer is President and Managing Director of
Campbell-Ewald Advertising, the U.S. Navy’s advertising
agency of record. Prior to joining Campbell-Ewald, Mr.
Palmer held sales and marketing positions with Westin
Hotels, Merrill Lynch, and Quarton Group Publishers.

Rear Adm. Kendell Pease, USN (Ret.)
Rear Admiral Pease is Vice President of Government
Relations and Communications for General Dynamics
Corporation. General Dynamics is a market leader in
aerospace technology, combat systems, marine systems,
and information systems technology. He served as the
Navy’s Chief of Information from 1992 to 1998.

Joseph Small, Jr., Esq.
Mr. Small is Partner-in-Charge at Fulbright & Jaworski,
LLP, an international law firm in Washington, D.C. His
naval service was spent in Korea as a Chinese Language
Officer under the United Nations Command.

Capt. Edward A. Sundberg, USNR (Ret.)
Captain Sundberg is President and founding member of
Sundberg Communications Co., Inc. He is also the Joint
Founder of Burruano Group, Inc., a business advisory
service. After graduating from the Naval Academy, he
served in the Navy as a line officer on submarines for five
years and more than 30 years as a Navy Reservist.

Rear Adm. William Thompson, USN (Ret.)
Rear Admiral Thompson served as the Navy’s Chief of
Information from 1971 to 1975. He was the founder
and first President of the United States Navy Memorial
Foundation, and a recipient of numerous awards,
including the Navy’s Distinguished Public Service Award.

Victor S. Trione
Mr. Trione is President of Vimark, Inc., a Real Estate Development and Vineyard Management company, and is Chairman of the Board of Luther Burbank Savings & Loan.  He formerly was an owner of Geyser Peak Winery in Northern California’s Alexander Valley.  He continues a family tradition of serving as a Director of the Navy Memorial.  Mr. Trione served in the Navy for two years with the rank of Lieutenant.

Richard C. Vie
Mr. Vie is Executive Chairman of Unitrin Inc., a
financial services company providing insurance and
consumer finance products and services. He served as
a naval aviator.

Rear Adm. Edward K. Walker, Jr., SC, USN (Ret.)
Rear Admiral Walker is Treasurer of the Board. He is Chairman of Vinson Hall Corporation, a trustee for the U.S. Naval Academy, and Vice Chairman of the Board of Directors at Herley Industries. A 1954 graduate of the U.S. Naval Academy, he spent 34 years in the Supply Corps, ending his career as the 35th Chief of the Navy Supply Corps.

Master Chief Petty Officer Joseph Barnes, USN (Ret.)
Master Chief Barnes is the Executive Secretary
of the Fleet Reserve Association, a non-profit
organization comprised of enlisted personnel (active
duty, reserve, and retired) of the U.S. Navy, Marine
Corps and Coast Guard. He is also co-chairman of
The Military Coalition. Prior to retiring from the
Navy, he was the public affairs officer for the U.S.
Navy Band.

Vice Adm. Robert F. Dunn, USN (Ret.)
Vice Admiral Dunn is President of the Naval Historical
Foundation. His naval career experience includes
serving as Deputy Chief of Naval Operations for Air
Warfare. He has served as an independent consultant
to the aerospace industry, and is currently serving as
